GNSS Spoofing and Positioning Resilience

Positioning, navigation, and timing systems are critical infrastructure, but interference and spoofing are increasingly common and many sectors still lack resilient fallback and detection.

The Gap

What exists is heavy dependence on Global Navigation Satellite Systems (GNSS) with inconsistent detection, weak redundancy, and uneven sector preparedness. What could exist is resilient positioning: spoofing detection by default, multi-sensor fusion, and standardized assurance levels that keep navigation trustworthy under attack or interference.

The Stakes

If GNSS trust collapses, the failure cascades: aviation, maritime, logistics, finance timing, energy grid timing, and emergency response. This is a quietly enormous single-point-of-failure risk. Resilient positioning converts a brittle dependency into a layered system that fails gracefully instead of catastrophically.

Headline evidence

  • •The U.S. government has formally treated positioning, navigation, and timing resilience as a national priority, issuing executive actions to strengthen responsible use and resilience. [1]
  • •GAO has reported on GPS vulnerabilities and the need for improved resilience planning and alternatives, indicating persistent systemic exposure. [2]
  • •DHS and related agencies have documented GNSS interference as a real-world operational risk requiring detection and mitigation. [3]

Neglectedness

InevitableNeglected

Why it stays neglected

GNSS is “invisible until it fails,” and many sectors assume it is reliable by default. Mitigations require coordination across device manufacturers, operators, and regulators. Alternatives exist, but business cases are weak because benefits are mostly avoided catastrophe.

Tractability

Tractable because detection and fusion are buildable now: inertial sensors, terrestrial signals, timing holdover, and anomaly detection. The hard part is standardization and deployment into legacy fleets and infrastructure. AI helps detect spoofing patterns and fuse multi-sensor truth estimates, but certification and liability will matter.

Startup surfaces

  • •GNSS spoofing detection modules for aviation, maritime, and logistics fleets with audit logs
  • •Multi-sensor positioning fusion SDKs with defined assurance levels and failure modes
  • •Timing resilience products for communications and energy systems (holdover and sync monitoring)
  • •Incident reporting and mapping platforms for interference hotspots and operational routing
  • •Certification and compliance tooling for resilient positioning requirements in regulated sectors
