Pandemic 100-Day Countermeasure Platform
We proved we can design vaccines fast, but we cannot reliably go from novel pathogen to globally available countermeasures in a predictable time box.
The Stakes
Pandemics are an extreme-cost tail risk that arrives more often than our institutions admit. The right framing is not just lives saved. It is global output preserved, trust preserved, and geopolitical instability avoided. Speed is compounding: every week matters because spread is exponential.
Headline evidence
- •The IMF estimated cumulative global economic loss through 2024 from COVID-19 at about $13.8 trillion. [1]
- •CEPI’s 100 Days Mission targets a new vaccine ready for initial authorization and manufacturing at scale within 100 days of identifying a new pandemic threat. [2]
- •The Global Preparedness Monitoring Board argues epidemics and pandemics are now a “constant danger” rather than rare events. [3]
Neglectedness
Why it stays neglected
“Preparedness” has weak buyers. Budgets spike during crises and decay after. Manufacturing capacity is geographically concentrated and not easily repurposed. Regulatory, clinical trial, and procurement pipelines are not designed for parallelization. Global coordination fails exactly when nationalism rises.
Tractability
Medium. The science of rapid design is proven. The blockers are execution infrastructure: adaptive trials, manufacturing tech transfer, regulatory playbooks, and distribution logistics. AI accelerates candidate design, protocol writing, pharmacovigilance, and manufacturing QA, but you still need metal, people, and agreements.
Startup surfaces
- •Platformized adaptive trial networks with pre-approved protocols and standing sites
- Manufacturing “plug compatibility” standards:tech transfer in weeks, not quarters
- •Cold-chain and last-mile reliability tooling for low-resource settings
- Regulatory-grade evidence automation:protocols, monitoring, audit trails, real-world safety
- •Procurement and financing mechanisms that keep surge capacity alive between crises
